The chapter goes back to tragic day. Six Policeman cross the river to find Velutha, accused for abduction. They attack the history house where Velutha and other children were sleeping in.
When the policeman's came in the house, the Velutha was on the other side of verandah where rest of children was. The police kick Velutha to wake him up. Then they started to beat him. Childrens started to think it is not Velutha it is beaten by the police. They do not understand why they are beating Velutha this way. No man should be beaten by the police this way.

No people should be beaten by the policemen... yes, this is correct, but if we consider this is in India where harsh Caste System is present. 'Untouchable' people are regarded as not a human but just an animal so that policemen could beat him into a death. Moreover, from this scene readers can feel how Caste System in India is bad and cruel. I think Arundhati Roy wants to show real life of under-hierarchy people through this book.
On page 10 it states, "Politeness
Obedience
Loyalty
Intelligence
Courtesy
Efficiency."
There was nothing that says beat or abuse in any way so I think that it was very wrong of them to do this.
